NEW - PLR Payment Threshold

Effective February 2015, there will be a $50 threshold set for a PLR payment. This will mean that only those registrants whose library survey results amount to at least $50 will qualify to receive a PLR payment.


The Canada Council for the Arts distributes annual payments to Canadian authors through the Public Lending Right (PLR) Program as compensation for the free public access to their books in Canadian public libraries.

The PLR Commission provides guidance to the PLR program.


The PLR Registration period is open
until May 1st.


Registration period: 15 February to 1 May 2015 (postmark as proof)

If the deadline date falls on a weekend or statutory holiday, the deadline moves to the next business day. Your completed application and all support material must be postmarked on or before the deadline date.

Registrations by e-mail are not accepted. You must fill out a registration form and mail it to the Public Lending Right Program along with the required support material.

Registrations received outside of the registration period will NOT be accepted and will be returned to the sender.

The annual PLR cheques were mailed to registered authors who qualify on February 13th. The PLR Program does not offer direct deposit service. If you have registered with the PLR Program, you should receive your PLR package by the end of February. It includes a File update form, which we ask you to use to submit new titles or to notify us of any change of address. You do not need to re-register titles already in your PLR file.

Pre-registration of electronic works

To pre-register the electronic versions of your PLR titles, you may use the File update form or a separate sheet of paper to provide us with the relevant ISBN information (PDF and/or ePub) for each electronic version of your registered title. You do not need to send us additional photocopies for these versions.

The PLR Program communicates with authors once a year - every February. If you register this year, the next time you will hear from us will be in February 2016.
